Returns a short-lived URL for the user to complete their EDD (Enhanced Due Diligence) questionnaire. Used when OPS has flagged a user for additional verification (SOF, RAD, or both).

Authentication is optional for this endpoint. You may pass either unblock-session-id (authenticated user session) or user-uuid (unauthenticated) in the request header.
